We set out to explore one of the few issues that unites Americans across party lines: congressional term limits. At first glance, it seems like a simple fix for a complex system. But as we dug deeper, we discovered a debate that’s been woven into U.S. politics since the nation’s founding. Our curiosity began with a Pew Research report showing that 87% of Americans support term limits for Congress. The President faces limits, but the lawmakers shaping policies that affect millions do not. So why has such a popular idea never become law?
